Honestly it's pretty unclear. The ending implies that everything is fine and you can bang your sister with no consequences, but the rest of the show seemed to say that Haru and Sora's relationship was incredibly fucked up and codependent.
It seems caught between trying to be fapbait for siscons, and being a show with drama and stakes.
