In art this is called implied line and it's a stylistic technique often used to visually indicate a specific change of plane. It's a modernistic, "if you don't need it then dyke it out" sort of technique in line drawings and Fumita uses it pretty effectively.

What's necessary has nothing to do with style, and your idea of completeness has nothing to do with art. In a format as stylized as this manga, it's a really arbitrary thing to complain about.

Especially because in the panel you're talking about I could easily make the case that the implied line indicates that that is where his lip is closest to his tongue meaning it has the least pronounced transition from one plane to another, while that's also the roundest part of his lip and is the most likely part to have a shine given the lighting angle. But probably the most important part is that he switched at that point from drawing the top line of the lip to drawing the bottom line. Having the bottom line even more heavily implies the top, and if he had drawn both then his lip would've started to look hot-doggy.

The point is that you're saying these things are arbitrary when they're clearly an element of a consistent and logical artistic style. There is no correct way to draw a mouth, and while you may like some ways more than others, saying that his choices here don't make sense only illustrates your own lack of knowledge on the subject at hand. Which I don't mean to be a shitty jab at you for voicing your opinion, but I do want you to be aware that a lot more discretion goes into these choices than you seem to think.
