I admit that her behavior is utterly atrocious and unmitigatable, and even worse inexplicable to me- I can't understand why anyone would act like she did.

But in her favor there are three great points:
1) She's really hot.
2) Juri-san loves her and I love Juri-san, so...
3) Around the impressionable age I first watched Utena, I was in a relationship of sorts with a person whose behavior Shiori's reminded me of quite a bit. And despite all their pointless lies I'd still take them back in an instant.

Because she loved Shiori for no real reason, when Ruka loved her. All his actions were first aimed at showing her that she has no chances with Shiori and apparently she was pretty much content with staying with this dead end relationship. And later Ruka's actions were aimed at revolutionizing the world for her sake because Juri would rather keep waiting for miracles and deny Ruka until his very last day before he dies.
