The issue isn't in making synthetic muscles. The issue is that muscles deteriate massively on use, and it only works in organics at all because of constant repairs. It is a massively powerful system in a small package but without a self repair mechanism it breaks down in an hour.

Nothing to do with acid. Muscle is literally thin fibres that spiral into each other when given a chemical signal, and fibres combine forming thick ropes. But each time it moves some of the fibres get damaged. This happens in EVERY movement. Constantly. You notice it more after rigorous exercise, but in general your body is repairing your muscles every second of every day.

In the Full Metal Panic universe, the robots did use synthetic muscles. The mecha got around the damage problem by having the muscles entirely replaced after EVERY sortie.

The cheaper giant robots just use much thicker muscle fibres, which makes them weaker but stays functional for longer.

I am also reminded of the Appleseed manga, where tech advanced to the point that a simple powered scooter had its wheel axels constantly being repaired by nanomachines to keep it lubricated. If we ever mastered self-repairing machines at that level it would be great for everything.

Considering the weight of cyborg bodyparts, him carrying his own arms around on his standard human spine/pelvis is not plausible at all.

Therefore, at the very least his torso's skeleton is also artificial. Of course, if the torso muscles were still human, he'd be unable to move himself around properly, so his muscles must also be artificial.

So if you ask me, if anything in his body is still non-artificial it's his internal organs and maybe his head (?). And if I remember correctly at some point he's shown to eat the same cyborg nutrition compound as the major, explaining to some other character that they can program their senses to apply artificial taste to the ingestion experience. This means his digestive tract is cybernetic. If that's the case, I honestly don't see why he would keep his other biologic organs, since his metabolism is built around synthetic muscles and digestive organs.

So at the end of the day, it seems the only body part that might still be human is the head (save for the brain implants and eyes). And it's at the end of this daisy chain of plausibility requirements that I have trouble believing he walks around with his human head on top of an entirely artificial body.
