Anime characters tend to be drawn ambiguous enough that you can project any ethnicity on them with just a slight change in skin tone.

One thing I don't understand to this day is why anime/manga artists hate noses so much. Even if it's noticeable, it's of protuberant shape and almost never a droopy asian one(which is present in ancient japanese art nonetheless). Yeah there's some rare mangaka that go for semi-realistic depiction of asians like Punpun guy, but most of them clearly have some complex about their own nose shape.

Zelda Skyward Sword they had tons of asian facial features.
Akira is another where the characters are extremely Asian in terms of facial features.

Then again, most anime characters are drawn almost without features. Meaning their facial structure is a gigantic wildcard.

Naruto has a rounded face and spiked up hair similar to a lot of japanese fashion, even if your going on height, western cartoon characters tend to look shorter than most anime characters. Kishimoto's mentioned he gave Naruto blonde hair and blue eyes because he thought they look cool. Yeah it's a western feature, he does look white but most of these characters have features that could come from any race under the sun. thats just how 2d works
