It was predictable in terms of progression, narratively speaking, but a refreshing change of pace for this series.

They simultaneously developed the villain of the week in a better way than usual, gave Sena more focus than what he's typically had as a character and started tying the story into the larger plot with the Carupanuba/Japan stuff.

All of those are good things, so I don't know what you're even even asking for.

I also don't know about "generic" though since that would imply that most anime regularly approaches either of those things. Illegal immigrants are rarely ever acknowledged in anime.

This was this season's somber episode, akin to episode 7 of season 1. Not much happened, but it gave us more world-building.
>Summary
An invisible willwear is wrecking stuff and running amok, causing fear everywhere. Thanks to microscopic residue, unit 8 finds out that the culprit must come from the quicksand zone where the illegal immigrants gather. Because they are forbidden from investigating there, unit 8 uses garbage man Sena to make contacts with the locals and search for the terrorist.
Sena quickly bonds with an immigrant named Ati trying to make a living by collecting cans and turning them into art objects. It turns out that he's a refugee from Carupanuba who lost his brother and sister who died from malnutrition and thirst during the escape to Japan. Now, without any family or a home, and living in abject poverty while contained in the quicksand zone where the yakuza dump trash and the Japanese government is keeping the immigrants contained, the Carupanuban has nothing really much living for, and takes his frustration out by running amok.
Unit 8 manages to track him and talk him down in giving up.
Ati is deported back home, where he will be executed then by the current dictator, since he was a leader of a rebellious anti-government group.

We've learned that Carupanuba is your typical war-ridden hellhole with constant civil wars and military coups, and that Japan's government is busy trying to be on good terms with that nation, since the great Space Elevator Project will be built there.

I'd say yes. Episode 4 in season 1 with the airplane and the balloon ferrets was one of the low-action-important-plot episodes that normally happens in any action show.
Episode 5 of season 1 is another rather silly episode like episode 3, but gives us background information about unit 8's team hacker Madoka.
Then comes one of the most popular episode with the mechas, then the dramatic musume wa inaiaaaaaaargh, followed up by Miho-Sena relationship madness, and then its gets focused on LOGOS.

Season 2 follows the same structure more or less.

I don't think you really understand much about Taniguchi if that's how you think, so let me spell it out:

Active Raid is exactly what he wants it to be, even if it's not the kind of show you wish he were making.

And what is that? It's a lighthearted and mostly silly show about cops fights criminals in power suits written by a bunch of people who worked on Tokusatsu, Super Sentai, etc. animated by a cheap 2D animation studio (IMS) and a great 3D animation studio (Orange) .

There are a few good and even great episodes, whether they're frequently being silly or (quite rarely) aiming a little higher in seriousness, but it's mostly remaining true to the formulaic genre involved. Everyone on the staff is aiming for that.

Taniguchi himself said this show wouldn't be like his previous works. What you're foolishly treating as some sort is part of the intention behind the project.

On some level, I can empathize. There's so much stuff produced, and our modern society emphasizes to make the most of our life by enjoying it to the fullest, so most people want to have that supermaximum fun in form of nonstop awesome action, utterly hilarious comedy scenes, sad tear-inducing melancholic drama, hypergood animation and so on. And some shows can fulfill some of those criteria. A very few might even do all of it.

But on the other hand, modern anime watchers become, I would say, too spoiled, and then stop watching normal acceptable anime shows like these that still do things fine, having some good action scenes, funny comedy, rather clever stories commenting about today's generational problems, issues and emotions.

I'm grateful though that people aren't behaving like if it's not the megahyperbestawesomest show, then it was a waste of time, and thus it is the worstestest garbage ever that stole my valuable time and is worse than Hitler and Stalin ganging up on a cute kitten that hasn't opened its eyes yet to constantly flick its nose.

Does anyone think Kuroki was actually a bit jealous of Atin? Atin quickly built up a rather intimate reciprocal relationship with Sena in a very short while. Atin's clean room had Sena near lovestruck while we've all seen what happens with rooms that Kuroki inhabits and how Sena thinks of it.
The most damning evidence is that Kuroki explicitly told Sena to stay away from Atin because he saw them becoming too close. I don't blame him; just look at these beautiful brown lips, and he even has a scar just like Kuroki. How couldn't Kuroki see that Atin was dangerously eligible as a replacement to him in Sena's heart?
Finally I think one of the more subtle sad moments this episode was at the end when they talked about the battery. Kuroki before had told Sena to stop associating with Atin, and he thought he had regained Sena with just that. That's why he never once entertained the idea that Sena and Atin's continued secret relationship would be the avenue which brought Atin stop his rampage, and simply attributed it to the battery because that was the only logical conclusion he could make.
Overall I'm glad that Atin is physically out of the picture even if he'll spiritually remain in Sena's heart. Though while Sena and Kuroki are my main romantic otp, I don't really mind the kind of emotional rush that this obstacle in their relationship brought to me. I hope to see more tests to their love in the future, either serious or comedic, as that is one of the main reasons I love this show so much.

How Atin got it is indeed a good question. It is most likely provided through the same underground channels that have so far provided rabid trap-idol seiyuu otaku and terrorist-san managers with willwear and weapons (thus, most likely Bird and his associates).

As for why Atin did go on a rampage, it's actually very simple. Because he has literally nothing to do at all.
His family is dead, everybody treats him like shit, he gets beaten up and abused by the yakuza regularly and his meager income he makes from selling recycled tin cans is taken away, he cannot return home because he will be executed once he's back, he's not allowed to leave the quicksand area zone which is being used by the government as a literal garbage disposal ground, he cannot meaningfully interact with the people of this country, he has no TV, no fridge, no entertainment at all.
He has no future, no ties, no hope, nothing worth living for, nothing worth protecting, nothing to look forward.
Just a slow rising anger from being treated like trash, while living in the trash area.
Sometimes, life is not fair.

It does not excuse what he does. Everyone knows that. Sena, Kuroki, Atin himself.
It was obvious that things would have to turn out like this.

First season is largely just setting things up, that's why it spends so much time on characters, giving each a focus episode. I was largely finishing it just to finish. But such a long set-up gave amazing fruits in the second season. Maybe it's also about direction finding it's stride, the right balance between comical and serious.
Combined, it reminds me a bit of "You are under arrest", without tacky romance.
