The cognitive dissonance Jun is experience paralyzes him. He's hung up on the Tomo of his youth, the superhero, the bro, the friend, while he is being forced to acknowledge Tomo the woman, the physically weaker being, the girl who loves him. He is scared that the new Tomo heralds the death of the old Tomo. This is the reason that whenever they are together he attempts to recapture their youth, but it's never the same as it was. There's a lot of mono no aware going on here.

Honestly pretty sure Jun's just in a position where he hasn't "grown up" yet. That's the entire theme of the last few pages. Tomo's grown up and realized who she is, and Jun hasn't. Tomo's realized that she's a girl and that she'll never really be as strong as a man, and Jun still feels like she should be stronger than him. Jun still can't reconcile himself with the fact that Tomo has grown up, and he only feels like he's grown up because Tomo has been there next to him, acting grown-up.

How that relates to the dating thing is obvious. Tomo is ready to look at things as a mature person. She's ready to try maturing her friendship with Jun into a romantic relationship. Jun isn't ready for that, because he isn't grown-up yet. Or at least, he doesn't think he is. There are moments throughout the manga that show he's AWARE that things are changing and that he's changing too, but he's just not ready to accept that yet, for whatever reason.

I don't know how wanting to "beat" Tomo plays into it. Maybe he feels that, if he could just beat her in a fair fight, he'd be able to move on and grow up and start thinking about more adult things. But for now, he's really just content with hanging out with Tomo and broing out.

The main theme here that we see is that Jun is the one with the problem, not Tomo. And yet, this entire series has been focusing on Tomo. Give Tomo a makeover, get Tomo to sleep over at Jun's place, Tomo confessing, etc etc. I think that these last few weeks sort of show off a paradigm shift in the way the manga is going to start treating things. Because there's not really anything for Tomo to fix, other than returning her approach back to normal and having fun with Jun. The big thing that needs to be fixed is Jun. I think that that's what we're going to start seeing a lot more of. Jun introspecting about himself. People realizing that Jun is the problem and trying to help move him along.

I think we can take it more literally. She has the strength to do these things, and he doesn't. I wouldn't say either of them are grown up, considering how often they both don't do shit about obvious flags, or only one of them understands the situation.
It takes the "beat her" into account, too. He's equating technical strength and mental strength, but not god-given physical strength. I guess he's ignoring or doesn't know the fact that Tomo has a technical advantage.
As far as the direction, it's tough to say. I don't think the girly stuff has hurt things as far as getting Jun to man up, but I don't know if it's the direction that Jun wants it to go in. It hasn't been Tomo trying to fix herself, so much as helping Jun to fix up. Misuzu is still a wildcard at this point.

This fucking meme was disproved literally in this very issue. Why the fuck do you still hold on to it? Jun realizes that he's stronger than Tomo- he whoops her ass all the time at the dojo. The problem is not physical strength or the contests thereof- the issue is that Tomo is so far ahead of him as a person. She pushes him to excel because of who she is and her approach to life. Whereas Jun thought that she'd just use her superior strength to win, she came at the problem in a completely different way, one which he had never even thought of. She is expanding his boundaries, and he has became better because of that, but that's not what he wants. He's only an imitation- a faker who is only succeeding through holding on to Tomo. The third scene panel is especially meaningful- Jun feels like Tomo is still so far ahead of him, just like she has always been. He doesn't want to just imitate Tomo, he wants to become as good a person as she is himself.
