In the first arc he has some speech about not running away and confronting the witch instead. Second he saves Rem from the dogs. He completely embarrasses himself in front of the Royals but can still talk to them without any fear. There's plenty examples of bravery, this is just another one.

This isn't inherently bad, but you can't call it "development" if he's just doing what he's always done.

The time when He tried to get them to stop the witches cult was just him being blinded by anger and killer's intent. He didnt think anything through.

The agreement was thought out properly. He literally layed everything as if it where a chess match. Basically fixing his mistakes last time and using proof and backup to win them over.

And finally the whale. He did this to gain trust and prove that he was a real man not some washed up waste that they saw him as. He really wanted to help them. And the way he figured out everything happening in that intense situation really showed how much he has developed in terms of strategy and initiative.

So, suddenly he has two scenarios, and he doesn't know where he fucked up. He doesn't have enough information.
