In DR2 she is outspoken, bold, and comes off as pushy. DR3 transfers those qualities to Sato and then makes Mahiru the quiet "please don't fight" character. But really. If that were the case, would Monaka be trying to fly to the moon in a child predator van? I'd think she could recognize her own mentor's handiwork and would be all over that shit, playing along and trying to keep the game rolling without messing up Junko's plans.

Instead, she apparently realized that whoever or whatever is behind this was not anyone she wanted anything to do with, and just said 'Yeah, fuck this.' and left the stage. Junko 2.0 is literally tired of all this shit and just wants to go home and play video games. Couldn't even muster up the interest to fight it out with Komaru and Toko.

I also doubt she'd have given Naegi a warning, however cryptic, that he was heading toward disaster, if this were Junko's plan. Sure, if he knows ahead of time and STILL can't save Kirigiri, that will be some big time despair, but even if he didn't have the warning he'd still probably lose his shit if he got Kyoko killed.

This episode made me believe that the mastermind is Chisa.

Two things stood out to me with the way Monaka acted. First is what you said about Monaka wouldn't just give up if she thought Junko was still alive/the mastermind. Secondly is when she said "hope would win in the end anyways".

This could be just her repeating Hopeman's teachings but remember what Chisa said about Munakata and Naegi combining hopes. It's possible that Chisa started this killing game so that Naegi and Munakata's hope would clash and create a new ultimate hope.
