The manga explicitly states that the only ones that aren't affected by Made in Heaven are Pucci and God. So, yes, Giorno was affected, although it makes no sense since GER should have canceled it. However, does Giorno even have GER anymore at that point? At the end of Part 5, he finds himself with the arrowhead in his hand (which should have been embedded in his stand) and he is never seen using his stand since.
