Chiaotzu and Tenshinhan both know how to fly because they were from Crane school. Piccolo also could fly because of his alien demon powers. Krillin taught himself how to fly during the three years between the 22nd and 23rd Budokais. Goku learned how to fly out of necessity because Piccolo broke all of his limbs. Yamcha either learned by himself or while he was training with God for the Saiyans. Gohan could do it instinctually when he got mad.

Speaking earth-wide, it's still pretty exclusive, or there's no way a strong but ordinary martial artist like satan/hercule could've risen to the top by the time cell tournament rolled around. The series focus' on people who've been fighting on the front lines of shit in the fan city for years and a handful of elite fuckers like tao, so it looks like they hand out hidden techniques in happy meals, but most of mankind clearly has no idea what the fuck's going on even late in.

Power creep, but it actually does make sense in dragon ball. Flying is a ki based ability, so back when they had shitty ki control flying was a pretty rare thing that could be done slowly and more as a strategy than a fighting tactic.

As they trained more and got even more control over their ki and were able to increase their max ki usage, the amount of ki and ki control needed to fly became a small percent of their max ki and max ki control.

What about that dragon ball MMO where everyone can fly and shoot beams now because Gohan spilled the beans in his published books?
