Well technically we see very little of Shimada and Hirose, but from the few mentions and scenes we see of them after the time skip you can tell that they have matured and the act of redemption was pulling Shouya out of the river.
Ueno did own up to her mistakes several times, in her own way, but she never pretended that she was innocent.
We can see this in the scene where Shouko and Ueno ride the Ferris wheel, she admits that she acted like a bitch but she tries to justify it as well as further trying to reconcile with shouko (which later on in the series we see happening).
Ueno is a great character and the reader can take much from her role in he story.

Just my two cents.
