From the beginning, Chirhiro was the girl who was different. The rest fell into their anime archetypes and Keima could make virtually everything happen the way he wanted it to, but Chihiro fucked with his predictions. She wasn't the one with a goddess, but still loved him anyway. Though he stayed detached from his conquests, he felt like a piece of shit when he broke her heart.

Kuroko was probably instrumental in ensuring that Tokiwadai continues to have its perfect casualty rate of exactly zero. She was also useful in saving several dozen people in NT13 (Uiharu saved, like, a million people, but it's all about the little victories).

The problem is that none of this is narratively awesome so it's harder to feel it. We're still yet to see if she managed to evacuate more than people or if she gets more screentime as the novel goes on.
