Furthermore, as Yu Narukami suggested, their objective might be to turn FF into a puppet organization, or corrupt it from within. So perhaps they aren't broadcasting it because they don't want society to know that they were duplicitious or outright evil afterward.

Nothing debunked my theories this episode and some of them were even reinforced, I'm surprised my theory about the broadcast being a lie turned out true since that was one of my more unfounded assumptions. Reposting.

When Munakata asks Tengan if the project "we" began is the Kamukura project, he completely dodges the question (in nip, he says "Well that's a thing that happened too" so basically a vague no, and evading a question isn't lying). I think the "project" is their current situation and Tengan didn't tell him a name (don't give me that "the killer alternates" shit, there are too many holes unless it's only within a very small pool of people), but rather that it was devised by FF, which would include Yukizome and Munakata himself. Something that's been repeated in the series a few times is that the biggest hope can give birth to the greatest despair, but FF may view it in reverse because Naegi is widely perceived by the public to be SHSL Hope, a title he received by getting through the killing game of DR1 and rallying everyone out of despair. The current killing game may be an attempt to recreate those conditions but to get results in a more timely manner and having the true ultimate hope emerge from it and swiftly end the despair conflict. Candidates are placed with other participants and everyone is told they're being broadcast when they actually aren't, possibly to see how they react to the situation, but I feel like we're still missing some info to completely understand the setup. Naegi and Munakata are obvious candidates, Mitarai was personally scouted by Tengan and has his own hope schtick so he may be one too, Munakata definitely had his memories wiped about the project to achieve authentic results, Tengan and probably a few others including Kizakura kept their memories. Mitarai also has been hinted to know about what's going on despite seemingly being one of the candidates, not sure what's up with that. (cont.)

Munakata himself said the number of people who knew about the base and could create such a setup is incredibly small, it pretty much had to be someone at the top of FF. Probably he and Tengan had recreated the base underneath the building, this is why the rooms have the same layout but the door was "healed", why water is coming out of the damaged wall, how all the cameras, monitors, bolts, and other decorations were able to pop up in such short notice and how they could still feel the barrage from outside despite these inconsistencies. Now there's the question of just how crazy FF is and how far they would go for this goal as well as how stupid the methods they would use. Killing very important figures within the organization in a devised scenario in the hopes that one of them will maybe become the world's superhero sounds retarded, right? I mean, FF has not displayed complete level-headedness but there should be a limit. Since Killer Killer introduced the SHSL Makeup Artist who can create a perfect fake corpse, the game rules that the traitor only kills one person while everyone is sleeping seems almost specifically designed around making it super easy for them to switch the participant with the fake corpse, leaving everyone unharmed in reality while still keeping up the illusion of the murder game. This brings up the issue of the bangle restrictions, which cause an immediate death that anyone can witness. Is there any way to fake that? There's also the fact that certain participants are extremely dangerous and ruthless, and have a high possibility of seriously killing other participants outside of the sleeping time if they think they are in a kill or be killed situation, maybe they miscalculated how unreasonable they would become under pressure but that would be a dumb explanation. Those two issues I can't reconcile with the FF project setup and I think we're still missing some info. (cont.)

Monaca was probably also an unforeseen element in the game, and may have hijacked it to some extent, it would explain the corpses in the bathroom before the game even began and the helicopter outside shooting at Hagakure. Perhaps she also ruined the original plan and killed the participants for real while they were trying to make the switch, and she could be responsible for the forbidden actions that result in insta-death, but in that case, Tengan and whoever else knows the truth should immediately know the project was compromised, so they better have a damn good explanation for why they're still going through with it if that's true. I'm almost 100% certain that at least Bandai and Tengan's deaths were real so the initial plan has likely gone way off the rails and for whatever undisclosed reason, no one can pull the plug. Monaca is most likely trying to turn the FF's idea back on them and turn the greatest hope (probably aiming for Naegi since she's following him around and has a personal grudge to boot) into the greatest despair while also spreading despair in general by making the non-lethal game into real murder. It's not VR by the way, Monaca would have no reason to remote-control a robot if that were the case.

Evidence this episode: Munakata stabbing Chisa makes sense with my theory on the bodies if Tengan told him who spearheaded the project but not the methods or motive.
Gekkougahara implied to be killed by Monaca in the same way as the security guards reinforces my notion that those were Monaca's kills so she could hijack the project without interference, and the fact that she let Naegi learn the broadcast was fake further supports my idea that that specific aspect was part of FF's original plan.
Tengan's dying message is obviously faked, the question is who faked it. Monaca is the most likely suspect and is once again shown trying to fuel Naegi's hope, this is in line with the theory that she's trying to elevate his hope in order to facilitate an even greater despair, or else to meet some goal within the game setup we aren't aware of yet. I can't completely discount the possibility that someone else faked the message though.

Chisa is the traitor. After Tengan telling Munakata who it was, he goes straight to her body and stabs it after plenty of hesitation. She set something up before dying and it'll likely be revealed towards the end of the Despair arc.
Ruruka killed Izayoi. His left eye was bleeding, so assuming his NG code was what we all thought it was, she fed him some sweets judging by the powder Kirigiri found. Maybe she tried to cover it up by mimicking the other murders. She's not very smart.
Monaca is just along for the ride. If she wanted FF to go all out against the remnants of despair, there would have actually been a broadcast. And they were already going to attack Jabberwock without her intervention. This also dismantles the idea of the traitor hiding to become a hero among the survivors. They won't get as much renown if the world doesn't watch it happen. And obviously they know the real Gekkogahara is dead, so that isn't her endgame. Maybe she's only trying to put another Naegi into despair.

Anyway, from watching this episode, it's obvious Andou killed Izayoi, there's powder on him and she was acting extremely suspicious. There's two possibilities, the very unlikely one is that Andou is the killer every round and Kimura was killed by Munakata, evidence pointing to that is Munakata having Kimura's drugs and the sword from the room with the secret passage (so at the very least, he definitely made an important off-screen trip), but if Andou is the killer then there would probably be powder residue on all the bodies and her asking Kimura to kill Munakata doesn't make sense if she's in on the FF project as their designated "traitor" while a Monaca alliance doesn't make much sense either because Monaca could just kill anyone herself since she's not bound by the nap time. The far more likely scenario is that Andou killed Izayoi outside of the sleep hour and framed it look like the traitor. Izayoi's corpse has the "body found" music from the games which so far has only played with Asahina's fake murder in the anime, perhaps it's now meant to indicate "this murder is not like the others/not what it seems", and you can even tell just from the way the corpse is presented that it isn't as flashy compared to the dramatic placement of Chisa, Gozu, and Kimura. The last time we saw Izayoi, he was in front of the hidden passage and likely saw what was inside, and Andou was in the room so she likely knows about it as well. Either what was inside caused Andou to kill Izayoi, or it was an accidental murder; the last episode put emphasis on Andou believing she can't trust anyone who doesn't eat her sweets and many people have already speculated that Izayoi's bangle code forbid him from eating sugar, perhaps her confrontation with Kimura brought those insecurities back full force and she got into an altercation with Izayoi that ended with her forcing him to eat one of her sweets without realizing this, then when his bangle activated she also realized that the code directly incriminated her and tried to cover it up by faking the crime scene and stabbing the body with a knife to make it look like the traitor's doing. It's a little strange that he looks so peaceful considering Bandai's gruesome death, but maybe the powder isn't sugar but makeup to cover up the poison's effect? The blood seeping out of the eye seems to suggest poison too, I thought it was just continuing the Monokuma eye theme all the corpses have but we saw from Bandai's death that the poison causes the eye to actually bleed by itself. It's curious that Sakakura is nowhere to be found but the screen in the OP says there are still 10 people, so we have to assume that Kimura was the sleep hour victim even though her body also seems slightly unusual (impact in the wall indicates she was alive when killed and fought back, also no red eye that I noticed).
