According to who? Railgun S is a better adaptation of the sisters arc, but if your favourite genre isn't CGDCT then you're probably gonna prefer Index overall. Railgun's anime original SoL stuff isn't even that good if you're into it.

You can skip once you've got through the arc that ends with Mikoto fighting the giant angel fetus thing. The arcs other than that are anime original, as far as I remember. Season 2 is better, but the filler arc (episode 15-24) is stupid in a lot of ways. Make sure you read the Manga at some point as well, since chances of a season 3 are lower than Index.

I liked Izzard and Volume 2 in general. That afterword note of Izzard being a parallel to Touma from Volume 1 if he failed, made me see him in a new light, and he had a perfectly broken ability.

During Battle Royale everybody is struggling to discover the secrets of the world, and it all steadily builds up into the great crescendo that was WWIII. A lot of the people introduced during that time period stayed relevant afterwards. There's a lot of continuity and the series feels like a tightly integrated whole.

On the other hand, all of early NT is building up to NT9 and NT10, but there's very little continuity. Radiosonde had basically nothing to do with Hawaii, which had nothing to do with Baggage City, which had nothing to do with Ichihanaransai.
