Country level would imply the ability to single-handedly achieve a complete military victory over a country - angels could do that, though that's not exactly the way they function.
Planet level would imply the ability to fundamentally screw up a planet on a geological level - break it apart at the core, change its orbit, disable its magnetic field, etc.. Angels don't go that far, they just terraform the particular planets where they ended up. Their work merely on a geological level.
