That scene was never in the manga. He does claim to be able to destroy a planet with his Garlic Gun, but at that point he also claimed to be the strongest in the universe, so he isn't exactly reliable.

Early on it seems like Planet-Busting is actually more technique than it is force related.
Cell can't just toss a hand ki blast at a rock and have it destroy the entire planet, he's gotta get a ball big enough to break through the crust and then get to the core.

Goku learns the SSJ3 form in the afterlife where the Physical Strain on the body doesn't exist. He even gets surprised during the Majin Buu fight when he is actually alive that its so hard for him to transform.

Vegeta & Goku don't want to do it because they want to be individually. They can always bust out fusion in a pinch. They're practically guranteed to do it at the end of the series.

No one had any religion or community building where they pour their spirits into each other. Hell, I doubt they'd even share their ki together considering they have to be wary of everything and everyone.

I also don't get why Vegeta doesn't wish for his people back but he also says he doesn't care about other saiyans a few times. Maybe its fine when its his son, or a saiyan race with saiyans still alive.

It's important because the anime constantly contradicted itself when it did something, but the manga did something different afterwards. So, the anime shows Vegeta easily destroying a planet with a standard ki blast, but then the manga shows that it's only possible with a large charged up blast towards the planet's core - so the anim from then on ignores that early scene and goes by what the manga showed.

Battle of Gods, movie version. The power is meant to disappear after the time ends, not remain with the Saiyan. Goku kept it due to his high battle instincts (like how he sensed Beerus aggressive intent during battle even while being unable to sense God Ki), but usually the entire power just vanishes after the time limit is over. They didn't try again because the only people who knew about it were killed.

He lost because time limit and also because the power increase is proportional to the strength you have because going into the ritual. So even if a bunch of Raditz tier guys do it, it won't do much.
