The islands are very uneven.
Their development is actually going very good until that point. They sit down and read Marie's diary together and she gets mad, but doesn't lash out. Jean builds her a shower and peeks at her while naked and she just chides him.
She's really making strides before she gets bad.
Then mellows out when they start exploring the Red Noah.

Yes, of course. The filler arcs were made because NHK ordered more episodes of the show and Gainax didn't have the capacity to deliver. So they outsourced to Korea to keep the show on-air(filling the time slot, hence the name "filler") and letting them begin work for the finale. It does seem that Gainax was at least partially involved in the creation of the Red Noah portions of the latter Island episodes since those were actually plot-relevant and explained the history of everything in the show, up to and including the secret of the Blue Water itself.
