What I mean is there's still one witch left to redeem.
I mean she calls herself a demon and so on, but that's what she boils down to ultimately.

The strongest witch capable of defying the "law of cycles" and the most trusted confidant of the one who set that law.

I can appreciate the biblical parallels, but that's exactly why the situation needs a more elaborate finish.
It's more of a set up for future events than an ending.

I agree completely with this. The ending doesn't feel satisfactory at all. However, I don't think what Homura did in Rebellion was pointless at all. The point of Madoka's wish was to rescue magical girls from the fate of being a witch. I don't see how Homura being some witch-like entity changes anything, except for maybe Homura herself.
