yes, in fact, usually part 1 and 2 are consider the worst ones in the western fan base, part 4 is awesome, part 3 and 5 can be a 50/50 and are the parts with more fights, part 6 generally is consider better than 3 and 5, and part 7?? is fuckign awesome, with that part the manga change to shounen to seinen, is a awesome journey, part 8 is not finished but like part 7 part 8 is having a great quality and right now the manga is very interisting.

I got into the series a month ago

Part 1 was a fucking chore, I hated all the characters except Speedwagon

Part 2 was fucking amazing, the anime was one of the best things I ever watched

Part 3 was meh, anime was a fucking chore but manga was pretty good because you can get through the boring stuff much faster. Also final fight is great

Part 4 is really good, some chapters are part 2 tier

Part 5 is meh

Part 6 is good

Part 7 is pretty fucking great, I'm reading it right now

Every part is good, even part 5 with shitty translation. You just have to appreciate the fact that its crew gets to do a lot of shit in contrast of part 3 where it was mostly Jotaro and Pol. At least that "deconstruction" did it in for me. I don't hate those two, love Pol and Jotaro's ok but you get what i mean, other guys could use some time too, especially Avdol.
