Why aren't there more mangaka or Japanese artists as a whole who do political and cultural parodies?
Politics are boring as hell.

But Kouji Kumet can make it fun. Why can't other do the same?
Because these don't age very well. References get forgotten with time, making it accessible pretty much mostly for people living in current ages.
And it's pretty cheap kind of comedy. Not that I don't enjoy it.

because manga and anime is aimed to teens, at best their aimed audience is in their early 20s

Seriousely?
I won't deny it's gonna be dated, but compared to your typical comedy where one guy is the obvious moron and the straight one explains what's so funny, political/cultural comedy is rather high standart.
Also doesn't have references about other anime the same problem of getting dated?

>cheap kind of comedy
Compared to 11 year old-tier shit like manzai? pls

It's not like the Japanese are known for top tier comedy in the first place.
Politics are boring and almost guaranteed to piss some people off
what things over the past few years don't have political parodies?

Battle shounen, sol, moe shit, school stories.
Political satire can no longer be good as politics itself has become so satirical you can not distinguish between them anymore.
It was great while it lasted, I will forever mourn the Colbert Report and Stewart. RIP in pepperoni.
