Those are literally photos, they can take a bunch in a day and use them for the entire series without spending more than a few man hours.

They do. They usually use them as references or for matte painting, but sometimes they trace over them. Cloud photos are easier to just slap into the frame because they have no coherent detail, a few filters and gradients are enough to unify them into the whole composition.
