A lot of studios you just dont notice is because they draw over them sometimes. Like Hibikes background.

They do. They usually use them as references or for matte painting, but sometimes they trace over them. Cloud photos are easier to just slap into the frame because they have no coherent detail, a few filters and gradients are enough to unify them into the whole composition.
