Subaru is acting out of his own sense of self satisfaction. His actions are selfish and self centered.

REM however is acting out of a sense of self sacrifice. She loves subaru, however she also thinks she's unworthy of love of any type, due to her sister and he reaction to what happened to her sister, ultimately she's a martyr without a cause, and she takes this situation as a chance to die saving someone she loves as a form of atonement for past sins.

Subaru would never make this choice. Even when he reached Emilia his words betrayed his thoughts "lets run away, everything will work out somehow if we get away from here, in a few days you'll see i'm right"

Notice, he never once tells her whats coming, he doesn't think to evacuate the town or anyone else, He's not even thinking of killing himself to bring back REM. in his mind all of that is sacrificial to the elf pussy he thinks karma threw to him when he transported to this other world. He's still stuck thinking this is one of those light novels he reads, where he was sent here to be a hero, and Emilia is the heroine who the heavens arranged for his dick

This arc is about breaking subaru of all of these conceits. he's still not there yet. it's the conversation with the one armed bro that finally gets the hamster wheel spinning. (when he learns one armed bro was summoned from japan too once upon a time, and nope, no hero from other world, sexy girl for him, just pain and suffering, it makes him realize RANDOM FUCKING PEOPLE can be transported without some overarching plot or guardian deity taking a hand, and removes from him his illusion that he's "special"

Well she was straining herself all her life to "make up" to her sister for what she thought and for believing she would never leave up to her, so when she finally let all that out by talking to Subaru and he accepted her and told her it was ok to value herself more, he became sort of a emotional pillar for her, and she later fell in love with him.
