YuYuYu didn't exactly have a Madoka-tier budget either, it just had great art direction and an amazing soundtrack.

Also Symphogear aired the season after Madoka, had Aoi Yuuki as the lead girl and looked like it was going to be dark and edgy for its first few episodes, and even though it didn't sell great its first season it still got a second and third season each of which doubled the previous season's sales (with GX breaking the 20k mark)
