Why did Araki change Old Joseph's design?

I was more annoyed we didn't get old man Sugita, I can just imagine his OH MY GAWD.

Fug thats pretty good. I would of liked the guy with the stand that made Polnareff and Jotaro younger to have attacked Joseph so we got his young badass self again. The closest we got was him saying your next line is to the growth stand and even then it was phrased differently.
