The 10 Wizard Saints are for the entire continent of Ishgar. It's a title given by the Council though, so if the Council doesn't approve of a wizard's behavior, they don't make the list. The Council probably doesn't approve of Gildarts.

The Grand magic games are only for Fiore for example. It's a bit hard to believe that we haven't seen a single Guild from outside Fiore so far even though apparently Zeref is invading the continent and has declared war on the magic council. All the Wizard saints with a known affiliation were also from Fiore (which is 4 out of 10).

It's definitively translation confusions.

No, no translations issues on this. And yes the Grand Magic Games are just for Fiore, run by the kingdom of Fiore. That does not change a thing about the Council.

Just for starters, when you look at the map of Fiore, the location that Natsu and Erza were at when Erza was on "trial" for the Lullaby arc is "National Council Fiore Branch". That's because as Seigrain/Jellal said at the time, the Council's HQ is in the city of Era. Which you'll note does not appear on the map of Fiore. So every scene with the council deliberating at their headquarters, as well as Jackal's attack on the council, takes place in a different country from Fiore.

Assuming that by "from Fiore" you mean "currently lives in Fiore", and by "everyone relevant" you mean the main protagonists, then yes, everyone relevant comes from Fiore.

I don't see that as a big deal. The main characters of the series live in Fiore. Is the series suppose to have a bunch of them randomly be from other countries for some reason? Is it supposed to randomly make a bunch of people from other countries far more important than them just so it can say that people from more than one country are involved?

That's because nothing happens in the other places that the story is interested in talking about. Same reason that action in One Piece seems entirely confined to the Grand Line, and the Straw Hats keep being present for big events, you'd think that virtually nothing of note happens in the four oceans that make up the most it's world. Or why action on Earth in Bleach is confined to one measly town, and the rest of the world is unimportant. It's why the civilian governments in Naruto are entirely irrelevant, and why everything revolves around the Leaf Village in the end.
