For the most part, yes, it's for comedy relief, but she has shown off her skill as a fighter in other situations.

I know this is not something new, but I just find it weird how Sorachi has established her as a fighter, but either keeps her as a damsel or a passive on-looker while the other girls are allowed to fight.

I can't remember a situation where she has won or fought in a serious way. Most of the time she is fighting along with the gang, and in those moments all the good guys can stand against dangerous enemies. Then you have situations like when Kondo was on the island and all of them went to save him. She stayed behind. She is the designated damsel in distress in Sorachi's peculiar way.
