It does have a seemingly fragmented plot yes. But overall I think it goes something like this:

At some point in the city's history, the governing authority was ordered to eliminate all non-human life forms. Human life eventually evolved or was genetically altered by a virus which drive to city to try to eliminate all it's inhabitants. To stop this, killy looks for a sample of pure human DNA in order to connect to the city network (called the net sphere) in order to stop the purge.

That's the overall plot.

Just noticed they are releasing these two spiffed of collections of BLAME! (pic related) not far off from one another. My question is, is that are these just re-releases of the first two volumes size and everything, or are these books much larger and cover more grown?

The thing is that Nihei (I guess) later decided that the Blame world should be color-y. I obviously don't know *when* exactly he decided that, but I can't honestly believe that he would have imagined anything during the first few years of the manga as being other than white, black and grey.

Consequently, we're left with this kind of weird nonsense. This gets built upon when more than a decade has passed, Nihei has radically changed his art style, and is asked to consult on an adaptation of his first serialized work.

I wrote up a long response, then bluescreened. Basically:
I agree with the principle of quietude in The City. I suppose it's just hard to market a trailer without any music. I - and presumably everyone else - am hoping that they dial that shit back in the actual film.

On the trailer: I think I understand what you're going for, and it's agreeable. But there's too much unnecessary motion and noise for it to serve as properly representative of Blame's main cast. Killy rarely (if ever) makes unnecessary movements. If you meant it in that the clones were newborn Silicon Life or something, then I can definitely see it. The arrival and actions of the two distinct characters near the end strongly reminded me of the Silicon Life group at the end of volume 9. I can also dig the designs, more-or-less. A key aspect of Blame is body horror, so just a little nudge in that direction, and I'd be able to see it. A major positive in that trailer which I wish is carried over into the movie is the framerate. I hate that 8-12 fps shit that we get everywhere nowadays, and I know most people agree on that.
