Disney discovered the secret to good and fluid animation that doesn't take ages to make : plain colors with no shading, and pretty much set that as the staple for the western animation industry.
But some atmospheres can't be conveyed without shade, especially for dramas, tragedies, thrillers or the such. That's why there's so little "serious" cartoons, with most of them dabbling in comedy.

It's really interesting how art can grow in different ways depending on what the artists of a country value. (fluid animation vs good looking static scenes)

But that's historically the look of American and European comics. There's an aesthetic continuity between the two media.

Yeah, the plain colors from comics probably also influenced their philosophy of making cartoons.

However japanese started with the same plain, shade-less designs in their comics (Astroboy, Kimba) but quickly took a different turn towards more shading, probably because manga was black and white, while a large part of american comics were colored.

TV happened. Before TV, cartoons were made for the theater, and had more forgiving production schedules. Once television came along and cartoons began to be produced for broadcasting, animation quality took a major nosedive since they had to be produced faster and fill more time. Compare Popeye cartoons from the 30s and 40s (made for movie theaters) against Popeye from the 60s (made for TV) and the difference is crystal clear.

Modern anime was pioneered with TV in mind, and many of the techniques that anime adapted were carried over to anime films, which is why many old anime movies don't have much higher quality than the old TV shows.

Well the 50s Japanese comic market was literal chaos of people trying to figure out the art & the business as they went along. Huge time for experimentation but most of those comics have sadly been lost. Best thing we have are interviews with the oldest mangakas reminiscing about the era

I hope to god your referring to the 70s and not the 80s, otherwise you really need to stop talking on the subject. TV anime vs movie/ova anime in the 80s was like night and day. Hell aside from Redline there isn't much since then that can compete in sheer quality
