What is this guy's problem?

He was written to be a shitty incompetent villain.

I imagine he was some sort of genius who created a bunch of doomsday weapons and fortresses using water a source of power, thinking he wouldn't run out of it. What he did not expect was fr the ocean to turn into a little girl just to fuck with him.
