There are far more "this guy's evil for the sake of being evil" villains than there are "this guy does evil things for XYZ personal or philosophical reasons that, on the surface, seem justifiable, but fall apart upon closer inspection" villains.

There are a lot of shitty "oh woe is me, my lover/sister/parents/dog/etc. died, now I have to massacre the world" villains -- and yes, these are very uninteresting -- but a well done "grey area" villain is always more intriguing than an Evil villain -- hell, "force of nature" villains are more interesting than Evil villains.

A villain is, at its most basic, a character that drives the plot forward by way of causing harm or trouble. They don't have to be purely or cartoonishly Evil, and they don't necessarily need their motivations to be limited to "they're Evil, so they do Evil things."

This villain/antagonist divide does not exist.
