That's pretty hard to quantify.

In which sense? Only bad music? Drawings? The way they mix? Should we add the 'expectation' factor, or compare with others in the case of animes with multiple OPs?

If the last criteria were to weight more than the rest for example, Working!!'s second OP would be quite high in the shit list, because it simply exists in place of just using the original, perfect OP.

Most disappointing in relation to the quality of the show it is apart of.

It would be easy to find a really shitty, low budget show and use its OP as an example of "bad," but would it be the worst of all time? The bad quality would have been expected so no one would have considered it to be anything more to begin with.
