Most English VAs are shit because being a VA in the west means you are likely a failed actor while in Japan it's an actual profession people go to school for. The bad translation that has to match the lip syncing only exacerbates the root problem.

Eva's English dub was okay overall. The English voices of characters like Shinji and Asuka obviously don't hold a candle to the original voices, but they're tolerable.
