IG movies have had a bunch of Freelancers and people from other studios working for them. Hell their most recent shows have had a few as well, like Takenaka, Ryo Araki, Kazuchika Kise, and Kamogawa.

So do companies actually think these A-1 commercials are why this stuff is is successful or something and that's why they keep getting all these adaptation rights? I mean stuff like Persona, Ace Attorney, IDOLMASTER, and FF was successful long before they injected themselves into the process. It feels like if anything they're successfull IPs in spite of A-1s crappy ad anime for them more than anything. A-1 has barely been around for a decade now but I swear it's like they practically run the show in the last few years at least in terms of landing these sorts of contracts and getting in there early on upcoming iterations of Big IPs.

Different contracts and the fact that they have been working on the game alongside the main staff whereas the OVA is just promotional material through Sony Animation Japan. I.G. probably charges them by the hour for the few animated cutscenes in the game so having them animate a full 30 minute OVA on top of what amounts to 45 minutes of animated cutscenes would be more expensive.

Probably just really cheap overworked labor. One of the few people they actually seem to have as a permanent staffer seems to be in charge of doing ultra simplified template versions of characters for adaptations ostensibly because otherwise the animators can't draw complex designs and motions and so that things can stay on model but this isnt one of those times. A-1 is especially overmatched trying to draw Soejima designs. They also aren't so hot at handling action stuff either often needing to outsource to outfits like Sunrise Studio 1 or Troyca. At least I.G seems to have no problem handling it in motion for the game.
