The target demographic is applied from the magazine inwhich is published, the content don't really matter.
This is why a manga like chu-bra is seinen while Claymore is shonen.

In all seriousness though, I think it is illogical to make any claims about shonen being bad or moe being bad.

I mean what is moe to begin with? An aesthetic? Sure a lot of moe shows are pure shit but that's because of other reasons and not necessarily the moe.

Same goes for shonen although it is a bit more complicated here. It's an identity based on target demographics. Yes we have things like Naruto but we also have higher quality shonen like FMA.

That being said, it's important to look at what a series is trying to do and judge it based on that.

Finally there's a lot of shit seinen out there. Just because a series deals with heavier themes doesn't mean it deals with them well. Sometimes the "mature" content is there for shock factor and edge, without much substance.

tl;dr it's pointless to generalize series based on its category/target demographic.

It goes like this (extremely simplified, mind you): Author goes to a certain publisher and requests a meeting with an editor from a certain magazine if he has an idea where he wants to publish the series. Then the editor gives his opinion - This could work. or I think would be better in Young Magazine instead of Shuukan Morning.

If the author has no real idea where he wants his work to be published, he meets a general free editor who will read the work and then decide in which publication it could work the best.

These "shounen, seinen, kodomo, etc" are not exactly "demographics" but more like "publishing categories with implication of target audience". But demographic carried part of the meaning and actually work well within the context. But calling "shounen" genre as most of western people do is plain bullshit and wrong.
