I thought he may have dyed it, but when he shows up in the time machine Bulma asks tiny Trunks if the guy has blue hair.
The only logical explanation is that his hair turned blue as he matured.
Bulma would have known because her hair would've changed from purple to blue.
He fucking stands next to his younger self with purple hair so they're not trying to retcon...
I just don't know.
