It's an ironically edgy dark humor manga adapted into an unironically edgy "deep" anime. One of the best examples of how direction can make or break an adaptation.

I don't know if you've realized but no matter what the year, normalfags will flock to anything that's "dark" in anime

It's just guro fetish material.

The author has a fetish for all sorts of abuse and disabilities, both physical and emotional, and built the plot and characters around it. The anime sets out to do the same thing.

If you're even remotely familiar with the whole guro manga subculture you'll realize that it's nothing more than just that.

It certainly lacks a lot of the decadent flair and WW2 fixation that a lot of guro manga have but it's nonetheless what it is.

It's an anime you're supposed to masturbate to.

It has an ok-ish "what would humanity do if it has to be confronted with the next evolution" plotline. It isn't particularly good but it's not bad either. That said the manga is total bullshit
