It's likely they knew for a long time about Nanoha and Fate's relationship, I can't imagine Fate's sleepovers at the Takamachi's when they were young being too quiet. And seeing how they let their 9 year old daughter join some alien military force like it was nothing, and then let her leave to live in another planet at what, the age of 15? I would imagine their daughter adopting a child with another women at the age of 19 wouldn't be something too big for them.

Still there is a lot potential for comedy based on this scenario.
