The bar is set quite low so almost anyone that can keep a coherent thought long enough to write a novel has the possibility to succeed.
Writing itself is not any easy thing. If u are not skilled it can be difficult to put thought to print and to maintain interest long enough to finish a novel.
Depends on your writing level and creativity.
The creativity shouldn't be too hard, the writing however can take forever because trying to organize those ideas, writing them out in a clear form that would be interesting to read, and a whole list of other things.

Friendly reminder that light novels are by definition low-quality material written to be easy and fun for young adults to read. When you read light novels or watch light novel adaptations, you are doing the Japanese equivalent of consuming Disney Channel.

I'm going to say yes: writing in general is hard. Many authors lack imagination and creativity to think beyond the clichés and outside of tropes. Then there are those series that are self inserting wish fulfillment power fantasies. These two things are plaguing anime, manga, and light novels.
