I still stand by 2005, although 2004 and 2006 are fine.

If those pics are generally representative of the character art in those years, then 2013 was shit and at least 2016 is a moderate improvement. There's still something off about the way he draws everyone now that really puts me off slightly, but I honestly could not tell you what makes me feel like that.

He hasn't peaked yet, what he's done is evolve his style. Just because you don't like it doesn't mean it's worse than what is was before.

Luffy, Zolo, Usopp and Vivi were always good.

Sanji is the best from 2001 till the timeskip.

Nami is good until the timeskip.

Choppa is the best till 2005.

Robin was always a cake but she is at her best from 2004 till the timeskip. She became very good again in 2016.

2005 Franky is the best but he is very cool until timeskip.

I'd dare to say Brook became better after the timeskip

2009 Jinbe is the best
