If the letter confirms Ymir is alive, Historia will make an expedition happen. She's the only one who could muster the kind of personnel and resources necessary to do it soon. Otherwise, the SL, if it ever even rebuilds after losing yet another entire crop of new recruits, would take probably years to rebuild enough to venture out again.

This letter is going to be Isayama's plot device to get a near-term expedition out of the walls credibly without needing a time skip.

In order to actually make it into titan-held territory and have a chance of actually making it back alive, anon, you need more than 5 guys who've never stepped foot outside the walls before riding around on a single titan's shoulder.

The Shiganshina expedition was around 300 soldiers, provisions, equipment, etc and was a huge operation. Think how much they'd need to actually venture outside the final wall into hostile territory. You really think an absolutely obliterated SL can manage that right now? Or plausibly even within the next year?

They'd need Historia essentially commanding it, using MP, Garrison and trader union (Flegel's people) resources to replenish the SL in order for it to happen soon. As I said, they will celebrate it because it's gonna be a "deep moment" between Levi and Erwin (when he tells him to give the serum to little shit instead). That will pander to their gay shipping + Hanji is gonna be the next commander if Erwin dies (fujos project themselves on her all the time, so they gonna love that) + annoying Gary Stu loser (whom no one but fujos like) gets to live.

That's three wins in a row (for them). If Erwin were to get the serum then it will only make some fujos happy, since the rest of the fujos will be outraged by losing Bert+Armin, and obviously Hanji won't be the commander. That's one small victory for fujos + three huge losses.

It's really simple if you read the atmosphere.

Yeah, I think adding another shifter into the SL would be awkward because one of the main themes of the story is about how Eren is constantly carrying a lot of burden because he's the only shifter in humanity's side. But Armin would be better off than Erwin since that could go to some sort of conflict between Eren and Armin's relationship like Isayama and Araki hinted.
