The issue isn't having the balls to do it, it's the publisher not allowing him to all the way with it. Incest is a touchy subject, even more so after that government bill that prohibited it from being portrayed in anime and manga. If Kirino didn't go, her and Kyousuke would've probably gone down the same path but it would've taken longer to blossom into a relationship. Kirino would be more willing to believe she was okay with Kyousuke just being her brother instead of something more. Kyousuke on the other hand would've worried maybe he was getting too attached and was holding Kirino back. Because Kirino went, he felt like he was doing his duty as a brother, but then later realized he missed her. Kirino also got to see what Kyousuke went through and the lengths he'd go to in order to get her back home. It was a good opportunity for them to take a break from each other and see if the bond they had developed was something that would last or just a sort of fleeting feeling that wasn't going to go any farther.

Ultimately it was a good thing, if not very sad and bittersweet. That old saying, "Distance makes the heart grow fonder" applies here I think.
