I'm a fan of the third option myself, it shows understanding of the character. Just look at Sorea, her personality is shown in the very way she looks, and the costume and body are properly feminized. Dezela also shows that philosophy as does Edward. I can just imagine Sorea putting a finger on her lip when thinking about a ruin instead of on her chin, or Edward using the hook of the umbrella to pull Miklea's hair. Not even joking. The handfuls of NPCs standing around on the streets are just.. statues since they're not even remotely animated whatsoever. Then you come across some random kid infront of a stall who IS animated because you can talk to him. You don't notice it at first because the beginning of the game lets you talk to all the NPCs in the area, but then you reach the towns and they do this half-assed fake population method by just putting a bunch of static models around.

I didn't play much of Xillia but I swear even that game did populating towns better than Zestiria, even with FRESH MUTTON in mind.
