Yes, and it's something I dislike in general. Even designs like >>143620635 would look better flat, because clothes generally look better on flat chested girls (the clothes themselves, not necessarily the girl herself). Big curves distort the lines.

But admittedly, I can only say this because I'm not into women. I understand why it's an appealing part of designs for others, I just think they should pay more mind to anatomy (like having balanced proportions and obeying the laws of gravity).

The problem with a lot of big booby designs is that they want to show naked boobies, but for censorship reasons they can't. So they put the boobies into as tight a shirt as they can, to give the illusion that the boobies are naked. This, of course, looks really silly. It's not really revolutionary to say it, but the Madoka magical girl designs are all really good. They're distinctive from each other even in silhouette, give you the correct first impression immediately, and have good depth of meaning for people interested in looking for that.

I think that's partially just Aoki's style, and partially intentional. In interviews, they've talked a lot about Madoka being about people understanding each other, so it would make sense for the girls to look very similar in some ways, and have their defining characteristics be superficial, in a sense.

I like Kumeta's designs a lot, both SZS and Uchouten Kazoku have a great mix of traditional and modern fashion. I noticed in SZS he's particularly good at designing footwear, of all things.

Akira's look was pretty great in my book.
Down to earth and normal yet is able to convey his personality,his outfits pretty nice too
Also one of the few Anime characters that actually looks Asian, although that could be subjective

As others have mentioned, being able to identify the character based on their silhouette is pretty important. It's not enough to give them a weird hair color or a mole. You have to take into account their build, their posture, etc.

The design should also communicate what their personality is like, or at least what you want the audience to feel about the character. That's why Sucy's design is so good; just looking at her, you know she's a) low-energy and b) weird. Her snaky curves, her slumping posture, her pale complexion, all of these combine to give you an accurate idea of who the character is.
