Raditz doesn't need a role because he's Goku's relative.

Raditz needs a role because during his arc he single-handedly defined what a saiyan is. He set the tone for Z early on, which is why he still has fans. Vegeta's character then built upon what Raditz thematically established.

There was a point where Toriyama considered killing off Vegeta as well, but chose not to because of reader feedback.

Well, I suppose you could also argue that Raditz no longer needs a role because he served his purpose. Regardless, he's a significant part of Dragonball Z despite being the weakest villain. He really is a great character and it's a shame that he was killed off so early.

Imagine how awesome it would be if any of the following scenarios happened:

-Raditz got a redemption story where he ends up having to rescue Gohan after the remaining Saiyans decide to betray Frieza.
-Before Goku got to fight Frieza on Planet Namek, that he'd have to fight Raditz in a rematch after both had powered up significantly.
-If throughout the series the character's loyalty was constantly changing and he'd either help or hinder Goku depending on his best interests(like Protoman).

On the flip side imagine how boring the series would be if every villain was killed. That would mean no Piccolo, Vegeta, 18, and so on becoming supporting characters. It would be more like Fist of the North Star then with so many villains being removed permanently.
