I don't think it has to do with just having previously gotten a quirk. I think it's more that a quirk normally grows in power with that person. The quirk starts out weak like its owner, and over time the quirk develops with its owner at its same pace.

However with One for All, it's a quirk that's being passed on so it's already pretty strong. It's not being developed in the same body over time, it's constantly being passed onto a new body while it's strength remains the same, so training the body provides some way of helping the person adjust to its power.

I doubt that has anything to do with a person's original quirk unless they had a similar strength enhancing quirk.

Bakugou's a loose cannon and gets kidnapped by the villains, one might expect for him to be turned. Instead, he blows the villains the fuck out (figuratively and literally) and tells them to eat shit.

All Might has had a death flag since the first freaking chapter, but rather than out right killing him in his final fight, he instead loses his status as the symbol of peace and the number one hero spot.
