It would be troublesome for public order if he's going to make them stronger than his city guard as well.

I feel like I should point out, if YGGDRASIL operates the same as many other games, that levels are exponential. This means that ten level 1 mooks would not equal a level 10 adventurer and that beastmen, being roughly ten times stronger than average human, aren't necessarily 10 levels higher.
A level gap of 3~5 seems to make a pretty big difference among NW humans after all.

Average beastman has rating 30 which means adventurer needs to be around lvl 10 to defeat him. It doesn't have anything to do with beastman level as it's unknown to Adventurer's Guild.

I keep on getting kind of annoyed at how Ainz acts like a know-it-all and pretends to know everything. Followed by asking his smarter subordinates to explain things to his other NPCs in ways that are easier to understand.

He's already established that his NPCs will basically worship him no matter what he does, says, or how he acts. Clarifying that he's a fallible being who just got in over his head with that whole world change thing would cut out a lot of the bullshit and make Nazarick run smoother.

This is the kind of screwup that belongs in bad sitcoms and The Life Of Brian, not a story that goes on for more than one volume.
