Cartoons would be better, but still not perfect. Animation is just wrong, though. Many non-anime have been animated in Japan, and many anime were not animated in Japan.

This is not the only problem. There is also the problem of where to draw the line between cartoon and animation. I think we can all agree that indie and doujin anime are still anime.
