Yet the Zentradi had the technology for eons. The only reason they weren't able to develop anything better was that they didn't have any ingenuity. The Protoculture just gave them automated factories to produce their weapons and cloning chambers to replenish their numbers. They likely didn't bother providing the Zentradi better technology that was developed. I wouldn't say humanity improved on every bit of Overtechnology rather they discovered it as they learned more from their relics and ruins. "New" fold warp tech and fold network with fold quartz isn't anything new for the Protoculture as they've used them before when they attempted to copy the Vajra. Same with weaponizing song since they have relics that amplify fold wave energy produced from singing.

Where are cities, factories, anything? If I remember right, only one wreckage of protoculture ship was ever found in whole post space war history.
I don't doubt that protoculture was 'better' than humanity at Delta timepoint. I just wanted to point out that humanity, on it's own, managed to proceed farther in some regards than it's progenitors.

Yeah the Zentradi lost a lot of tech due them not knowing how to repair or maintain anything, but everything they have was still originally built and/or designed by the Protoculture, same thing goes for the Supervision Army. Rather than think of this like Windermere finding some weird alien supertech, think of it more like they found a working battleship while everyone else only knows how to make destroyers and cruisers. It's tough certainly, but not invincible and probably not impervious to weapons possessed by Chaos or the NUN. After all, the power to destroy and entire fleets worth of ships is nothing new, a Boddole Zer class space fortress had those kinds of capabilities all the way back in Space War 1.

They are fairly impressive, but not necessarily for the reasons he's stating. I don't expect that the Windmereian Protoculture ship is all that much more powerful in terms of raw combat ability than a Battle class ship. Which from what we've seen of the region still makes it a big fish in a small pond, but Windmere was never going to win on battle prowess, eventually they'd just get zerged. Their ability to covert enemy forces is what makes them impressive, and with their protoculture ship appearing to act as a mobile terminal into the ruin network, or maybe even a mobile ruin that could be taken and used outside of the network, it's pretty scary.
