This is what I love about the manga, that Hori frequently states things in the manga that we say here and that are logical. Like recent examples, the fact that All Might not dying isn't good for Deku (though after this chapter I disagree, if Deku can stop seeing All Might as unreachable there's a bunch of things he can learn and he'll be able to use him as an emotional support) and the fact that relying on All Might as a symbol and not working on top of that was dangerously naive (I mean, even All Might would grow old!).

That really doesn't seem to be the case. Endeavor wanted to surpass All Might himself and, when he couldn't, he passed that dream on to his son so that he could spiritually surpass All Might through passing on an improved version of his quirk.
Having Todoroki receive OfA would go against Endeavor's wishes. Plus, Endeavor doesn't really hate All Might; his anger and jealousy towards him is mixed in with feelings of respect and admiration.

It's all about how creative you get with your quirk and how much you train. Kids with weak quirks like Sero or class B speech bubble kid might end up being much better heroes than, say, Sugarman with his conventional Hulk-lite powers if they're more dedicated to perfecting their skills.
